ISRO has issued a categorical clarification regarding recent media reports that speculated about its future role in the wake of space sector reforms.

The organisation has firmly stated that it will neither be privatised nor diminished in importance. Assertions suggesting otherwise have been described as baseless and incorrect.

ISRO will continue to remain India’s principal institution for advanced space research, technology development, national and strategic missions, space science, exploration and frontier capabilities.

The participation of private industry is not intended to reduce ISRO’s role but to enable it to focus more strongly on next-generation technologies and missions, while industry scales mature capabilities. The change is in the structure and scale of India’s space ecosystem, not in ISRO’s importance.

The reforms initiated in 2020 and institutionalised through the Indian Space Policy 2023, along with liberalisation of FDI, are aimed at creating a larger and globally competitive ecosystem.

Industry, academia and start-ups are being enabled to participate across the value chain, complementing ISRO’s capabilities. These reforms should be seen as expansion and multiplication of capacity, not privatisation.

ISRO has already transferred multiple technologies to industry. Transferring mature technologies does not mean withdrawal from that domain but enables large-scale production, commercialisation and innovation.

This allows ISRO’s scientific manpower to concentrate on advanced research and complex national missions. The transition is towards an ISRO-led national space ecosystem.

ISRO’s role will progressively strengthen in frontier R&D, human spaceflight, next-generation launch systems, deep-space and planetary missions, and strategic capabilities. It will continue developing advanced payloads for communication, navigation and Earth observation, sensors, propulsion systems and other critical technologies.

Mature and routinely manufactured systems such as launch vehicles and satellites can increasingly be scaled through industry or PSUs via competitive processes. This division of labour allows ISRO to devote resources to advanced missions while industry provides manufacturing scale.

The transition is crucial in the context of Space Vision 2047. India’s ambitions include establishing the Bharatiya Antariksh Station by 2035, undertaking a crewed mission to the Moon by 2040, developing reusable launch systems, pursuing sustained lunar and planetary exploration, and establishing India as a major global space power.

These missions require ISRO’s advanced expertise and cannot be substituted by commercial activity. Industry will scale mature capabilities while ISRO pushes towards the next frontier.

The institutional architecture defines clear roles. The Department of Space provides policy direction. ISRO remains the core organisation for advanced R&D and national missions. IN-SPACe facilitates participation of non-government entities, while NSIL undertakes commercialisation of mature capabilities.

Industry and start-ups contribute investment, innovation, manufacturing capacity and market access. Ownership and control of critical national infrastructure and strategic capabilities will remain with the Government. Private participation will be enabled where appropriate but subject to national security, safety and regulatory requirements.

The reforms have already resulted in a vibrant private ecosystem. From only a handful of start-ups in 2020, India now has more than 450 working across launch vehicles, satellites, propulsion, ground systems, Earth observation, communications and applications.

This has brought investment, entrepreneurial talent and innovation, creating opportunities for skilled professionals and strengthening India’s overall space capability.

India’s space economy is currently estimated at around ₹70,000 Crores, a relatively small share of the global market. The target is to expand to ₹3,66,000 crores by 2033. Achieving this scale requires private capital, industrial capacity, entrepreneurship and global market access.

A stronger industry can augment ISRO’s capabilities, strengthen supply chains, attract talent and investment, increase production and competitiveness, and enable India to capture a larger global share.

The success of reforms should be measured by the growth of India’s aggregate space capability. ISRO remains at the centre, leading advanced research, strategic capabilities, human spaceflight, next-generation launch technologies, the Bharatiya Antariksh Station and planetary exploration. The wider ecosystem provides the scale needed to realise Space Vision 2047.
