In May 2025, during Operation Sindoor, Indian Air Force (IAF) Su-30MKI fighters encountered a problem that had been visible on paper for years but had never been tested in the unforgiving arithmetic of actual air combat.

Pakistan’s J-10CE fighters, equipped with Chinese-origin PL-15 beyond-visual-range (BVR) missiles with effective combat ranges approaching 200 kilometres, created engagement envelopes that India’s R-77 missiles — capped at roughly 110 kilometres — could not answer. India’s pilots were carrying shorter arrows than their adversaries.

The lesson was registered immediately. By March and April 2026, the Kremlin had cleared Russian defence firms to offer the R-37M ‘Axehead’ ultra-long-range air-to-air missile to the IAF.

India is evaluating a procurement of approximately 300 missiles valued at $1.2 billion, with deliveries potentially commencing within twelve to eighteen months. Simultaneously, the Defence Acquisition Council cleared an extended range for the indigenous ASTRA MK-2 beyond-visual-range air-to-air missile (BVRAAM) on 29 December 2025 — just seven months after Sindoor — targeting series production from July 2026.

The ASTRA MK-3, codenamed Gandiva, using Solid Fuel Ducted Ramjet (SFDR) propulsion for an estimated 350-kilometre range, is being fast-tracked for operational induction by 2028–2029.

On the surface, these are procurement decisions. Beneath them lies one of the most revealing strategic triangles in contemporary South Asian geopolitics: India acquiring a Russian weapon to neutralise a Chinese missile operated by Pakistan.

Every vertex of that triangle carries its own weight. Together they illuminate not just what India is buying, but what it has consistently failed to build — and what it must now decide, under pressure, to become.

The Missile And What It Says

The R-37M is, by credible assessment, the longest-range operational air-to-air missile in the world. Weighing approximately 600 kilograms, travelling at speeds exceeding Mach 6, and carrying a 60-kilogram warhead, it was originally developed for the MiG-31BM interceptor, on which it achieves effective engagement ranges approaching 400 kilometres. On the Su-30MKI — launched from lower altitudes and speeds — that range is conservatively estimated at 350 kilometres.

Russia has used it operationally in Ukraine to target high-value airborne assets from well beyond any weapon those assets could return. NATO calls it the Axehead. Russian pilots call it an AWACS killer. Both descriptions are accurate.

Integration onto India’s Su-30MKI fleet is expected to be relatively straightforward. The R-37M is already cleared for the Russian Su-30SM, a closely related variant. Required modifications are largely software — updates to the N011M Bars radar and mission computer.

Each Su-30MKI is expected to carry two R-37M missiles on under-fuselage stations, preserving wing pylons for shorter-range ASTRA MK-1 and R-77 rounds. India’s Su-30MKI fleet of over 270 airframes, once equipped, would possess an engagement envelope that no Pakistani or Chinese high-value airborne platform could safely discount.

The strategic target is unmistakable. Pakistan operates SAAB-2000 Erieye and Chinese ZDK-03 Airborne Early Warning and Control (AEW&C) aircraft — the platforms that provided networked situational awareness during Sindoor, enabling the J-10CE’s PL-15 engagements.

At 350 kilometres from a Su-30MKI launched within Indian airspace, the R-37M threatens those assets before any escorting Pakistani fighter can intervene. That is not a capability upgrade. It is a doctrinal statement about where India intends to fight the next air battle.

The Triangle Nobody Wants To Name

India’s R-37M acquisition sits at the intersection of three bilateral relationships, each of which deserves clarity rather than diplomatic obscurity.

The first is India–Russia. Russia remains India’s single largest defence supplier by legacy — over 60 per cent of India’s current military inventory traces to Soviet or Russian origin. The Su-30MKI that will carry the R-37M is a Russian aircraft.

Its comprehensive upgrade program, confirmed in February 2026 for an initial batch of 84 airframes, is being conducted with Russian technical assistance. Russia is simultaneously offering 40 Su-57 stealth fighters by 2030, and in June 2025 made the unprecedented offer of full Su-57 source code access as part of a licence production deal — terms that signal how significantly the Ukraine conflict has shifted Moscow’s calculus about arms sharing. India’s response has been to take the missile while holding the aircraft decision in reserve.

That is strategic autonomy in its most practical form: extract immediate capability without locking into a new ecosystem. Whether it remains strategic autonomy or becomes structural dependency is the question that future procurement decisions will answer.

The second is India–China. The R-37M is, in all but name, India’s answer to what China has put into Pakistani hands. The PL-15, in its export variant, delivers BVR kills reliably beyond 145 kilometres. China is fast-tracking delivery of over 40 Shenyang J-35 stealth fighters to Pakistan — a platform expected to eventually pair with the PL-17, believed to possess engagement ranges of 300 to 400 kilometres.

India is not merely responding to Pakistan. It is responding to China’s deliberate and sustained decision to arm Pakistan at generational pace. The R-37M is India signalling that it will not accept a permanent BVR disadvantage against Chinese-origin systems regardless of the delivery address.

The third is India–Pakistan. Operation Sindoor produced a specific doctrinal lesson that Indian planners have acted on with remarkable speed: Pakistani fighters achieved BVR superiority through the combination of Chinese missile kinematics and Chinese electronic warfare integration, not through Pakistani indigenous capability.

The threat is Chinese by origin even when Pakistani in operation. Every Indian response since May 2025 — the ASTRA MK-2 range extension, the R-37M evaluation, the Gandiva acceleration — is calibrated against a Chinese technological baseline, not a Pakistani one. That distinction matters for understanding what India is actually defending against.

The Interim That Became A Pattern

Indian officials consistently describe the R-37M as an ‘interim solution’ — a bridge until ASTRA MK-2 achieves full operational status and ASTRA MK-3 enters production. A senior IAF officer was direct: “With ASTRA MK-2 still two years from squadron service and Meteor integration on Rafale delayed, the R-37M is the only missile today that can immediately close the engagement gap.” The framing is honest. The timeline, however, invites scrutiny.

ASTRA MK-2 development began in 2014. It was scheduled for test-firing in the first half of 2021, then May 2022, then mid-decade. As of April 2026, series production is targeted from July 2026, with operational induction expected within three years of production start.

The ASTRA MK-3 targets operational induction by 2028–2029 — an optimistic timeline for a propulsion system successfully tested at component level but not yet at integrated system level. India’s missile ambitions are technically credible. Its institutional track record of meeting stated timelines is not.

India has been here before. The F404 engine was acquired as a temporary measure while Kaveri was being developed. India subsequently spent $1.9 billion on F404 engines across four decades while Kaveri accumulated a total budget of $239 million — eight times more on the foreign replacement than on the indigenous program it was meant to bridge.

Interim solutions in Indian defence have a consistent tendency to outlast the indigenous programs they were meant to support, not because the indigenous programs fail technically, but because foreign procurement reduces the institutional urgency of finishing what was started.

That is not an argument against the R-37M. The 90-kilometre engagement gap exposed during Sindoor is real, immediate, and strategically unacceptable.

No doctrine of indigenous preference justifies sending IAF pilots into BVR engagements with structurally inferior reach. But it is an argument for treating the Astra programs with the budget discipline and timeline accountability that Indian indigenous defence has historically been denied. The R-37M solves the problem of today. Whether Gandiva solves the problem of 2032 depends on decisions being made in 2026.

The Verdict

India currently operates 29 active fighter squadrons against a sanctioned strength of 42. Its BVR missile inventory, until Sindoor, had not been stress-tested against a peer-equipped adversary in real operational conditions.

It has been now. The procurement of 300 R-37M missiles is the correct immediate response to a demonstrated gap. The $1.2 billion being committed to close it is necessary and justified. What is not yet settled is the question beneath the procurement. India’s BVR missile gap did not emerge from Operation Sindoor.

It emerged from the same institutional pattern that has appeared across Indian defence for four decades: indigenous programs underfunded, timelines extended indefinitely, and foreign procurement introduced to fill the space — which then reduces the political urgency of finishing what was started.

The R-37M acquisition, without parallel institutional commitment to ASTRA MK-2 series production by end-2026 and ASTRA MK-3 by 2029, will not close a gap. It will defer one.

India is navigating a strategic triangle it did not choose. Russia supplies the legacy architecture and immediate capability. China arms Pakistan with generational technology that resets the threat baseline faster than India’s indigenous programs have historically responded.

The R-37M is the right arrow for right now. The mirror it holds up to India’s defence establishment — about what happens when procurement becomes a substitute for indigenous commitment rather than a bridge to it — is more consequential than the missile itself.
