Foreign Secretary Vikram Misri’s visit to Tokyo on May 22, 2025, marked a significant reaffirmation of the deepening strategic partnership between India and Japan, with a particular focus on counter-terrorism cooperation.

During his engagements, Misri met with key Japanese officials, including Vice Foreign Minister Takehiro Funakoshi, National Security Advisor Masataka Okano, and Senior Deputy Minister for Foreign Affairs Hiroyuki Namazu.

These meetings served as a platform to review the multi-dimensional aspects of India-Japan relations, covering political, defence and security, economic cooperation, and people-to-people exchanges, while also addressing pressing regional and international issues of mutual concern.

A central theme of the discussions was the shared determination of both countries to combat terrorism in all its forms. Misri conveyed India’s unwavering stance of zero tolerance towards terrorism, especially in the wake of the recent terrorist attack in Pahalgam. He expressed appreciation for Japan’s solidarity and support following the attack, highlighting the importance of dismantling the infrastructure that enables terrorism.

The Japanese side, including Foreign Minister Takeshi Iwaya, strongly condemned the attack, expressed condolences to the victims, and reiterated Japan’s commitment to working with India and the international community to eliminate terrorism and ensure regional peace and stability.

The visit was also notable for Misri’s spotlight address at the 2nd edition of the Raisina Tokyo Dialogue, organized by the Observer Research Foundation, ORF America, Japan Bank for International Cooperation, and Keizai Doyukai.

In his address, Misri underscored the need for collective global action against terrorism and highlighted the Indo-Pacific as a region where India and Japan’s cooperation is vital for upholding a rules-based international order.

The visit reinforced the momentum of regular high-level contacts between the two nations and provided an opportunity to deepen the India-Japan Special Strategic and Global Partnership. It also served as a platform to reflect on and reaffirm both countries’ shared resolve to fight terrorism and strengthen collaboration across key sectors, further solidifying their role as indispensable partners in the Indo-Pacific and on the global stage.
