Foreign Secretary Vikram Misri Underscores UN Reform, Counter-Terrorism At SCO Plus Meeting In Tianjin

Foreign Secretary Vikram Misri attended the SCO Plus Meeting in Tianjin on September 1, 2025, where he emphasized key aspects of India's diplomatic priorities within the Shanghai Cooperation Organisation (SCO) framework.
He underscored the urgent need for reform of the United Nations, highlighting it as a necessary step for global governance that is more representative and effective.
Misri also stressed that the fight against terrorism must remain a central priority for the SCO, reaffirming India's firm stance on coordinated efforts against terror financing, radicalization, and all manifestations of terrorism.
Furthermore, he highlighted India's commitment to sustainable development, expressing readiness to share India's expertise and initiatives with SCO partners to jointly foster growth and environmental sustainability in the region.
These remarks were aligned with earlier statements by Prime Minister Narendra Modi, who at the 25th Meeting of the SCO Council of Heads of State in Tianjin, underscored three thematic pillars for India's SCO engagement: Security, Connectivity, and Opportunity.
Modi’s address reinforced the importance of peace, security, and stability as prerequisites for prosperity and called for decisive, coordinated actions against terrorism, rejecting double standards in counter-terrorism efforts.
Misri's participation in the SCO Plus meeting closely followed the bilateral dialogue between Prime Minister Modi and Chinese President Xi Jinping at the SCO summit’s sidelines on August 31, 2025.
During this interaction, Modi raised the issue of cross-border terrorism, seeking China's support to combat this shared menace. Misri elaborated that China had expressed various forms of cooperation to address the terrorism issue.
Beyond terrorism, the two leaders exchanged views on enhancing bilateral trade, strengthening people-to-people ties, cooperating on trans-border rivers, and pursuing joint anti-terrorism efforts, signalling a multidimensional approach to improving India-China relations within the SCO context.
India's diplomatic efforts at the SCO summit also gained significant traction with the inclusion of a strong condemnation of the Pahalgam terror attack in the Tianjin Declaration, an achievement seen as a diplomatic win following earlier resistance from India during the SCO Defence Ministers' meeting in Qingdao where India had abstained from signing a joint statement due to the omission of the attack.
The declaration emphasized the inadmissibility of using terrorist groups for mercenary purposes and called for justice against perpetrators, organizers, and sponsors of such attacks.
This unified stance reflected India’s assertive approach to counter-terrorism and its broader vision of regional peace, encapsulated by India’s global philosophy of "One Earth, One Family, One Future."
Additionally, India’s efforts were visible in promoting cooperation beyond security, including enhanced connectivity and economic opportunities such as supporting regional projects like the Chabahar Port and the International North-South Transport Corridor.
Modi also proposed establishing a Civilizational Dialogue Forum under the SCO to deepen cultural and people-to-people ties, reflecting a holistic strategy for regional integration and development.
