Russia Repurposes S-400 Interceptors Into High-Speed Ground-Attack Missiles

Russia has repurposed its S-400 missile interceptors, specifically the RM-48U variant derived from the 48N6 series, into high-speed ground-attack weapons against Ukraine.
These modified missiles, descending at over Mach 6, are being used as cost-efficient substitutes for tactical ballistic systems, striking industrial and logistical infrastructure with devastating effect.
Russia has increasingly turned to its S-300 and S-400 air defence systems for offensive roles. Originally designed to intercept aircraft and missiles, these systems now launch modified interceptors in ballistic trajectories against fixed ground targets.
The RM-48U, adapted from older 48N6-series interceptors, has emerged as a dedicated surface-to-surface weapon. Ukrainian intelligence first reported its combat use in January 2026, and subsequent attacks have confirmed its role in Russia’s arsenal.
The RM-48U retains the extreme velocity of its air defence origins, exceeding Mach 6 in descent. This speed drastically reduces warning times for defenders and makes interception extremely difficult. Unlike precision-guided tactical missiles, the RM-48U relies on sheer kinetic energy and a large fragmentation warhead to inflict damage. Each missile carries a warhead of approximately 180 kilograms, optimised for destroying industrial facilities, logistics hubs, and large-area infrastructure rather than pinpoint targets.
Recent strikes have demonstrated the destructive potential of these weapons. In July 2026, RM-48U missiles were used against Kiev’s Sviatoshynskyi District, causing major fires and damaging facilities linked to Ukraine’s defence industry.
Reports also indicated impacts on the JSC Meridian plant in Solomianskyi District, a site associated with communications and electronics production. These attacks highlight Russia’s intent to degrade Ukraine’s defence-industrial base while conserving more advanced missile systems.
The strategic rationale is clear. Russia possesses large stockpiles of 48N6-series interceptors, many of which are surplus or outdated for modern air defence. Repurposing them into ground-attack weapons provides a low-cost alternative to manufacturing expensive cruise missiles or deploying scarce Iskander-M ballistic missiles. This approach allows Russia to sustain heavy strike campaigns without exhausting its primary precision-strike inventories.
The tactical benefits are equally significant. By firing high-speed interceptors at ground targets, Russia forces Ukraine to expend valuable air defence assets such as Patriot or NASAMS interceptors. These systems are limited in number and costly to operate, meaning each RM-48U launch strains Ukrainian defensive logistics.
Moreover, the extreme velocity of the missiles reduces the effectiveness of traditional warning systems, leaving defenders with minimal reaction time.
Accuracy remains a limitation. Converted interceptors were designed to track manoeuvring aerial targets, not fixed ground coordinates. Their guidance systems lack the precision of dedicated ballistic or cruise missiles, resulting in higher circular error probable values. Nevertheless, when aimed at large-area targets such as industrial complexes, warehouses, or staging grounds, even moderate accuracy is sufficient to achieve operational objectives.
The broader impact on regional security is considerable. The adaptation of air defence interceptors into offensive ballistic weapons adds another layer of complexity to the conflict.
Ukraine must now contend with a wider spectrum of threats, ranging from drones and cruise missiles to repurposed interceptors. This diversification of Russia’s strike arsenal complicates defensive planning and increases the strain on already stretched air defence resources.
Russia’s use of RM-48U missiles underscores its pragmatic approach to warfare. By converting surplus interceptors into ground-attack weapons, it maximises the utility of existing stockpiles while conserving high-value systems. The strategy reflects both economic necessity and operational opportunism, ensuring sustained pressure on Ukraine’s infrastructure at relatively low cost.
