France And Indian Navy Participate In Papua New Guinea Defence Force Ship Open Day

The Papua New Guinea Defence Force (PNGDF) in collaboration with the Australian Defence Force (ADF), celebrated the country's 50th Anniversary Military Week on September 2, 2025.

As part of these commemorations, the French and Indian Navies actively participated by bringing their naval ships to Port Moresby for a special Ship Open Day event.

The French naval ship Auguste Benebig and the Indian naval ship INS Kadmatt were made accessible to the public, providing a unique and educational experience. Visitors had the opportunity to tour these vessels and engage with naval officers who shared detailed insights into the ships’ features, capabilities, and the strategic roles they play within the Pacific region.

The presence of the French and Indian naval ships underscored the strong maritime ties and collaboration between their navies and PNG, enhancing regional security and cooperation.

The Auguste Benebig, representing France, and INS Kadmatt, an indigenous Indian anti-submarine warfare (ASW) corvette, demonstrated advanced naval capabilities while promoting goodwill and mutual understanding.

INS Kadmatt's visit also reflected India's Act East Policy and its commitment to peace, stability, and inclusive growth across the Indo-Pacific. The ship participated not only in the open day but also in Papua New Guinea’s official Independence Day parade and cultural events, symbolising shared democratic values and cooperation.

This event was part of a larger celebration that included the participation of multiple regional forces, including the Australian Defence Force with ships like HMAS Choules and HMAS Childers supporting the celebrations.

The collaborative engagements among these navies reflect a collective commitment towards humanitarian assistance, disaster relief operations, and maritime security in the Pacific.

Highlighting the diplomatic and defence ties, the navies used this platform for showcasing their operational readiness and fostering stronger regional partnerships through naval diplomacy.

The Ship Open Day and associated events served as a dynamic demonstration of regional military camaraderie on the occasion of Papua New Guinea’s half-century milestone of independence.

India Announces USD 1 Million Relief Aid For Landslide Hit Papua New Guinea

New Delhi: After over 650 people lost their lives in the deadly landslide in Papua New Guinea, India, on Tuesday, announced immediate relief assistance worth USD 1 million to the island nation.

India expressed solidarity by announcing relief assistance to the island country which was hit by a massive landslide last week in its Enga Province, burying hundreds of people and causing major destruction and loss of life.

Earlier today, Prime Minister Narendra Modi expressed deep condolences and conveyed India's readiness to extend all possible support and assistance to the Pacific island country in its time of difficulty.

" As a close friend and partner under the Forum for India-Pacific Islands Cooperation (FIPIC) and as a gesture of solidarity with the friendly people of Papua New Guinea, the Government of India extends an immediate relief assistance of USD 1 million to support relief, rehabilitation and reconstruction efforts," the Ministry of External Affairs said in a statement.

Moreover, India has firmly stood by Papua New Guinea during times of difficulty and devastation caused by natural disasters, including in the wake of the earthquake in 2018 and volcanic eruptions in 2019 and 2023.

An important pillar of India's Indo-Pacific Oceans Initiative (IPOI), announced by Prime Minister Modi in November 2019, is Disaster Risk Reduction and Management.

"India is committed to Humanitarian Assistance and Disaster Relief (HADR) and continues to be a responsible and steadfast responder," the statement read.

Moreover, around 2000 people are feared to have been buried by the massive landslide.

"The landslide buried more than 2000 people alive, caused major destruction to buildings, and food gardens, and caused a major impact on the economic lifeline of the country," Lusete Laso Mana, Acting Director of the National Disaster Centre, said in a letter to the UN.

'Deeply Saddened': EAM Jaishankar Expresses Grief After Landslide Claim Numerous Lives In Papua New Guinea

New Delhi: External Affairs Minister S Jaishankar on Monday expressed grief on the loss of lives in Papua New Guinea following the recent landslide in which around 2,000 people are feared buried as of now.

In a post on X, Jaishankar wrote, "Deeply saddened by the loss of lives in Papua New Guinea following the recent landslide."

"Our thoughts are with the Government and the people. India stands in solidarity with our friends at this difficult time," he added.

The rescuers, following the tragic disaster, have been struggling to find survivors in the remote region.

The landslide occurred in the mountainous Enga region in northern Papua New Guinea on Friday last week and the latest figure is a sharp rise from earlier estimates.

Soon after the disaster occurred, the United Nations confirmed that as many as 100 people may have died.

However, it was later revised up to 670, according to estimates from the Chief of Mission for the International Organisation for Migration (IOM) in the country, CNN reported.

But that may now be a major underestimate, according to the latest projection from Papua New Guinea's disaster agency.

"The landslide buried more than 2000 people alive, caused major destruction to buildings, food gardens and caused major impact on the economic lifeline of the country," Lusete Laso Mana, Acting Director of the National Disaster Centre, said in a letter to the UN.

"The situation remains unstable as the landslip continues to shift slowly, posing ongoing danger to both rescue teams and survivors alike," he said, adding that the main highway to the area had been completely blocked by the landslide.

The landslide hit the remote village of Kaokalam, about 600 kilometres (372 miles) northwest of the capital Port Moresby, at approximately 3 am local time on Friday, leaving a scar of debris that humanitarian workers said was as big as four football pitches.

Over 150 houses in Yambali village were buried in debris, according to the officials.

The area continues to pose an "extreme risk," officials added, as rocks continue to fall and the ground soil is exposed to constant increased pressure.

Notably, Papua New Guinea is home to around 10 million people. Its vast mountainous terrain and lack of roads have made it difficult to access the affected area.

Papua New Guinea Appoints First Defence Adviser To India

Prime Minister Narendra Modi with James Marape Prime Minister of Papua New Guinea

Col Edison Napyo, who will serve as the defence adviser was given a farewell on April 17 by the PNG’s acting Chief of Defence Force Commodore Philip Polewara

In an important step in taking forward defence cooperation between India and Papua New Guinea (PNG), PNG appointed its first defence adviser to India. Col Edison Napyo, who will serve as the defence adviser was given a farewell on April 17 by the PNG’s acting Chief of Defence Force Commodore Philip Polewara.

In May 2023, Prime Minister Narendra Modi visited PNG and attended the third summit of the Forum for India Pacific Islands Cooperation (FIPIC) where he spoke in favour of free and open Indo-Pacific region and focused on India’s commitment to assist the development goals of the member countries of FIPIC.

“At his farewell, Commodore Polewara presented Col Napyo with a PNG flag and urged him to represent the country well. He urged Col Napyo to provide an effective link between the armed forces so that opportunities for training and diplomatic engagements can be realised and effectively implemented,” a statement issued by Commodore Polewara’s office on Monday said.

India and PNG formalised diplomatic relations in 1976.

Col Napyo said the appointment came with a huge responsibility and he was determined to meet his obligations as his service to the country, according to the statement.

In a coinciding development, Chinese Foreign Minister Wanh Yi visited PNG over the weekend and the two countries are presently conducting a feasibility study for a free trade agreement.

Last August, in a rare diplomatic gesture, the Prime Minister of PNG James Marape visited the two Indian Naval ships that made a port call at Port Moresby and called for more such naval visits and increased defence cooperation. The two frontline warships under the Eastern Naval Command, INS Sahyadri and INS Kolkata, visited PNG as India sharpens its focus on the Pacific.

During his visit, Mr. Modi termed the small Island nations of the Pacific Ocean as “large ocean states” and stated that New Delhi will continue to help the Pacific island states in “every possible” way.

In July 2023, during Mr. Modi’s visit to Paris, India and France had agreed to “expand cooperation” in the Pacific as they also adopted a roadmap for cooperation in the Indo-Pacific.

The Pacific Island nations have been in focus of late as China signed a security agreement last year with the Solomon Islands while the U.S. and PNG concluded a defence partnership agreement.

The FIPIC consists of Cook Islands, Fiji, Kiribati, Marshall Islands, Federated States of Micronesia, Nauru, Niue, Samoa, Solomon Islands, Palau, PNG, Tonga, Tuvalu and Vanuatu.

India Sends USD 1Million Relief Assistance To Papua New Guinea

Kimbe: The Australian Air Force on Monday airlifted the emergency relief assistance given by India to Papua New Guinea in its swift response to the needs of the island country.

The relief consignment worth USD 1 million was airlifted to the capital of West New Britain, Kimbe, from the Papua New Guinea capital, Port Moresby, for distribution within the West New Britain province.

Taking to X, Indian High Commission in Papua New Guinea said, "Responding to immediate requirements of PNG, emergency India relief assistance worth US$ 1 million gifted by India, was airlifted to Kimbe (from Port Moresby) by @AusAirForce @AusHCPNG, for onward distribution within West New Britain province. A friend in need is a friend indeed !"

Earlier last month, in continuation of India's commitment to providing relief to the people of Papua New Guinea affected by the volcanic eruption, a special charter flight, loaded with supplies, took off from New Delhi.

According to the Ministry of External Affairs (MEA), this initiative is part of the USD 1 million aid announced by India to assist in the aftermath of the disaster. The supplies include approximately 11 tonnes of disaster relief material and 6 tonnes of medical aid.

Notably, India is sending HADR (high availability disaster recovery) supplies for the people of Papua New Guinea (PNG) in the wake of the volcanic eruption.

Ulawun, the South Pacific nation's most active volcano, spewed smoke up to 15km (9.3 miles) in the air on November 20, the country's Geohazards Management Division said, in its first significant blow-up in years, as reported by Al Jazeera.

India has firmly stood by Papua New Guinea during times of crisis and devastation caused by natural disasters, as it did in the wake of the earthquake that jolted the region in 2018 and the volcanic eruption in 2019.

Ulawun has repeatedly erupted since the 1700s and the last significant eruption occurred in 2019 that forced over 5,000 people to evacuate, according to Al Jazeera.

Eye On China, India Signals A Larger Role For Itself In Indo-Pacific

NEW DELHI: From sending two warships on a voyage of more than 5,500 nautical miles for a visit to Papua New Guinea to backing the Philippines in a territorial dispute with China, India has in recent weeks signalled a larger role for itself in the Indo-Pacific.

India has also gifted an active duty missile corvette to Vietnam, another Southeast Asian country involved in a long-standing territorial dispute with China, and sent two military aircraft to Australia’s Cocos Keeling Islands for exercises aimed at enhancing inter-operability between the armed forces of the two countries.

People familiar with the matter said diplomatic circles in Papua New Guinea were surprised when a reception held aboard INS Sahyadri, a multi-role frigate, and INS Kolkata, a guided-missile destroyer, at Port Moresby on August 3 was attended by Prime Minister James Marape and almost the entire cabinet. Similar receptions aboard other foreign warships were usually attended by only the defence minister or other officials, the people said.

The visit of the warships followed a trip to Port Moresby in May by Prime Minister Narendra Modi for a summit of the Forum for India-Pacific Islands Cooperation (FIPIC). Marape said he hoped the visit would lead to more collaboration between the armed forces of the two sides.

On July 22, the Indian Navy chief, Admiral R Hari Kumar, presided over the ceremony where the missile corvette INS Kirpan was gifted to Vietnam. This was the first time India provided a fully operational warship with its weapons complement to a friendly country, especially one whose maritime forces have repeatedly engaged in face-offs with Chinese vessels in the South China Sea.

Kumar hoped the Vietnam Navy would use the warship to “safeguard their national maritime interests, contribute to regional security and foster peace and stability”.

While India earlier only acknowledged the Permanent Court of Arbitration’s ruling of 2016 in favour of the Philippines in its territorial dispute with China in the South China Sea, a statement issued after a meeting between external affairs minister S Jaishankar and his Filipino counterpart Enrique Manalo in New Delhi on June 29 made it clear the Indian side had revised its position.

The statement said the two sides emphasised the need to peacefully resolve disputes and to adhere to international law, especially UNCLOS and the “2016 Arbitral Award on the South China Sea”. China hasn’t accepted the Permanent Court of Arbitration’s award.

One of the people cited above said the Pacific Island states and Southeast Asian countries are looking to India as a balancing factor amid growing contestation between China and the US in the Indo-Pacific. “Some Pacific Island states, such as Solomon Islands, have thrown in their lot with China but others like Papua New Guinea don’t want to get caught between the two elephants,” the person said.

In a recent article, David Brewster and Samuel Bashfield of the Australia India Institute wrote that the visit by an Indian Dornier maritime patrol aircraft and a C-130 Hercules transport aircraft to the Cocos Keeling Islands in July elevates the islands as a “staging point for Australian and Indian air surveillance of the maritime choke points through Southeast Asia and the entire eastern Indian Ocean”.

Former navy chief Admiral Arun Prakash (Retd) said some of the steps taken by India may be symbolic, but are important gestures which “should have been made many years ago”. A compact force such as the Indian Navy doesn’t have the assets needed for prolonged deployments in areas such as the Pacific Ocean, though it is crucial to reach out to such countries, he said.

“We are part of the Quad, which expects us to reach out to these countries. We have gifted a warship to Vietnam and a submarine to Myanmar. These steps are meant to wean them away from China and to reassure them that they have friends,” Prakash said.

He pointed out almost half of India’s seaborne trade heads towards the Pacific Ocean, while ONGC Videsh Ltd has oil exploration interests in a Vietnamese block in the contested South China Sea. At the same time, China, with its so-called “string of pearls” approach, has been building a network of military and commercial facilities that includes Hambantota port in Sri Lanka, an overseas military base in Djibouti and a new naval base in Cambodia.

“India needs to safeguard its own interests and it’s never too late to make these symbolic gestures,” Prakash said.
