Indian Navy Issues RFI For Ship‑Launched Medium‑Range Loitering Munitions


The Indian Navy has issued a Request for Information (RFI) for ship‑launched medium‑range loitering munitions (LM‑MR) with a strike range of at least 1,000 kilometres, nine hours of endurance, and precision accuracy under one metre.

This marks a major step in expanding India’s maritime strike capabilities with compact, ship‑mounted drones designed for both sea and land targets.

The Ministry of Defence has formally outlined its intent to induct LM‑MR systems for sea‑based operations.

These loitering munitions are envisaged as a universal system that can be operated from warships to engage opportune targets at sea and on land. The initiative reflects a strategic push to extend the offensive reach of Indian naval platforms far beyond current limits.

The RFI specifies a maximum strike range of at least 1,000 kilometres. This extended reach would allow Indian warships to project power deep into adversary territory and across oceanic distances. The endurance requirement of nine hours ensures the munition can loiter over target areas for surveillance and strike at the most opportune moment.

The Navy has demanded a loitering speed of at least 75 knots for efficient station‑keeping and an attack speed of at least 200 knots for rapid terminal engagement. The operational ceiling is set at 15,000 feet, offering flexibility in mission profiles.

A Circular Error Probable of less than one metre underscores the precision expected, placing the system in the class of advanced precision‑guided weapons.

For communication and control, the munition must feature both RF and SATCOM data links. The system must also support transfer of control between multiple stations, whether on land or aboard ships, enhancing operational flexibility.

India’s Defence Exports Leap Over 5,500% To ₹38,424 Crore In FY26, Defence Minister Declares Nation A Global Defence Power


India’s defence exports have reached a record ₹38,424 crore in FY2025-26, marking a leap of more than 5,500% over the past decade and positioning the country as a rising global defence manufacturing power.

Defence Minister Rajnath Singh emphasised that this surge reflects reduced dependence on imports, unprecedented momentum in indigenous production, and approvals of projects worth over ₹8.75 lakh crore to modernise the armed forces and strengthen border areas.

India has emerged as a major player in global defence manufacturing.

Defence Minister Rajnath Singh, in his Independence Day eve message, highlighted that exports of military hardware surged to ₹38,424 crore in FY2025-26. This milestone reflects a strong push towards indigenous defence production and manufacturing.

He noted that India is no longer just a country meeting its own security needs. It has become an emerging power in global defence manufacturing and exports.

Singh said that the Defence Acquisition Council (DAC) has granted approval to projects worth more than ₹8.75 lakh crore in the past year. These projects are aimed at modernising the military and strengthening border areas.

He stressed that the government is determined to reduce dependence on imports and provide unprecedented momentum to indigenous manufacturing.

The Defence Minister pointed out that India’s defence exports have risen from a mere ₹686 crore in 2013-14 to ₹38,424 crore in 2025-26. This represents a leap of more than 5,500% in about a decade.

Domestic defence production has also reached a record ₹1.78 lakh crore in FY26. This expansion reflects the success of initiatives such as Aatmanirbhar Bharat and Make in India.

India now exports defence products to more than 80 countries. Defence Public Sector Undertakings (DPSUs) contributed 54.84% of total exports, while the private sector accounted for 45.16%. DPSU exports surged 151% year-on-year, while private sector exports grew 14%.

The Defence Minister also highlighted successful trials of advanced missile systems, including the Agni missile with MIRV technology, RudraM-II, Pinaka long-range guided rockets, and the indigenous ‘Kusha’ long-range surface-to-air missile. These developments have added unprecedented strength to India’s strike capabilities.

He emphasised that strengthening border areas remains a top priority alongside modernisation of the armed forces.

Singh credited government reforms in defence procurement and policy for accelerating the modernisation process. He said India is steadily moving from being a buyer of defence technologies to becoming a creator of them.

The Defence Minister underlined that India’s defence sector is now future-ready, self-reliant, and increasingly integrated into global supply chains.

This transformation has been supported by both public and private industry, with startups, MSMEs, and research institutions playing a larger role in capability development.

India’s defence exports have nearly tripled in the last five years, rising from just over ₹12,800 crore in FY22 to ₹38,424 crore in FY26.

The government has repeatedly stated its ambition of transforming India into a global defence manufacturing hub. Recent export growth suggests that this objective is gaining traction.

Indian And US Navies Strengthen Cooperation With EOD Exercise In Kochi


The Indian and United States Naval teams successfully concluded the Explosive Ordnance Disposal (EOD) Exercise 2026 at the Southern Naval Command in Kochi, held from 10 to 14 August.

The exercise was marked by intensive cross-training, practical demonstrations and the exchange of operational best practices between the specialist diving and EOD teams of both navies.

The Indian Navy stated that the hands-on training enhanced EOD proficiency, interoperability and operational synergy. Bridge To TEDBF: Prospects of 31 Additional Rafale-Ms For The Indian Navy Resurfaces As MiG-29K Service Extended To 2040


India’s naval aviation faces a critical transitional decade: while 26 Rafale-Ms are already on order, New Delhi has now formally approached France for 31 more, potentially raising the fleet to 57 aircraft.

This expansion comes as the MiG-29K’s service life has been extended to 2040, bridging the gap until the indigenous TEDBF enters production around 2038.

India ordered 22 single-seat Rafale-Ms and 4 two-seat Rafale-B jets in April 2025 for €7.4 billion to equip INS Vikrant. Deliveries are scheduled between 2029 and 2031. These aircraft will primarily operate from INS Vikrant, whose deck and lift dimensions are compatible with the French fighter.

INS Vikramaditya, however, faces constraints due to its Russian-origin design, making the MiG-29K indispensable aboard that carrier despite its well-documented deficiencies.

Between 2004 and 2010, India acquired 37 MiG-29Ks and 8 MiG-29KUBs for $2.29 billion. Around 40 remain in service after several losses, including at least five accidents in four years.

The Comptroller and Auditor General highlighted recurring issues with engines, airframes, and flight controls, resulting in poor availability rates. Each lost aircraft reduces the Navy’s margin for sustaining carrier air wings, making the Rafale-M induction vital.

The MiG-29K’s retirement, initially set for 2035, has now been extended to 2040. This extension is necessary because the Twin-Engine Deck-Based Fighter (TEDBF), India’s indigenous carrier-borne fighter, has slipped in schedule. Its first flight is now expected around 2032, with serial production unlikely before 2038. Even then, the TEDBF will require years of testing, naval qualification, and ramp-up before fully replacing the Russian aircraft.

India’s request for 31 additional Rafale-Ms, if approved, would bring the total fleet to 57 aircraft. This aligns with the Navy’s original requirement for Multi-Role Carrier-Borne Fighters to sustain operations across multiple carriers.

The expanded fleet would provide operational deployment, training, attrition reserves, and maintenance cycles, ensuring continuous availability. If completed, India would surpass France, which operates about 41 Rafale-Ms, becoming the largest operator of the naval variant globally.

The Rafale-M offers advanced capabilities compared to the MiG-29K. It is equipped with the RBE2 AESA radar, Meteor beyond-visual-range missiles, and SCALP cruise missiles, providing superior detection, strike, and survivability.

Structural adaptations such as reinforced landing gear, arrestor hooks, and strengthened airframes make it well-suited for carrier operations. These features will significantly enhance India’s maritime strike and air defence capabilities in the Indian Ocean Region.

The expansion also ties into long-term planning for India’s second indigenous carrier, INS Vishal. Aligning aircraft procurement with carrier construction schedules ensures operational squadrons are available upon commissioning.

This strategy reflects India’s intent to maintain a “force-in-being” posture, with dedicated squadrons for each carrier while preserving training and overhaul capacity.

India’s aerospace industry, meanwhile, is stretched with multiple parallel projects: the MRFA for the Air Force, TEJAS MK-2, AMCA, and TEDBF. Balancing resources across these programs remains a challenge. The TEDBF, positioned between fourth and fifth-generation designs, is central to India’s self-reliance ambitions but risks delays due to funding and design complexities.

France’s own naval aviation developments, including the SCAF program, also reshape opportunities for India. Admiral Krishna Swaminathan’s meeting with Mauritius Prime Minister Navinchandra Ramgoolam on 12 August 2026 reaffirmed India’s commitment to strengthening maritime security cooperation, capacity building, and operational linkages with Mauritius under the MAHASAGAR vision.

The Indian Navy assured full support for enhancing the capabilities of the Mauritius Police Force and National Coast Guard.

Admiral Swaminathan, Chief of the Naval Staff, is on a four-day official visit to Mauritius from 10–13 August 2026. The visit is aimed at consolidating bilateral maritime cooperation and deepening defence ties with the strategically located Indian Ocean partner. His meeting with Prime Minister Ramgoolam was attended by Anurag Srivastava, High Commissioner of India to Mauritius.

The discussions focused on strengthening cooperation between the Indian Navy and the Mauritius National Coast Guard. Key areas included maritime security cooperation, training exchanges, information-sharing mechanisms, capacity building, and expanding operational linkages.

These measures are intended to enhance interoperability and ensure coordinated responses to maritime challenges in the Indian Ocean Region.

During the meeting, Admiral Swaminathan assured the Prime Minister of India’s continued support for the capability enhancement of the Mauritius Police Force and National Coast Guard. Earlier, on 11 August, Admiral Swaminathan held wide-ranging interactions with senior Mauritian officials. Discussions centred on joint Exclusive Economic Zone (EEZ) surveillance, strengthening operational linkages, and expanding capacity-building initiatives.

India and Mauritius share an enduring maritime partnership anchored in mutual trust and a shared commitment to ensuring a secure and stable Indian Ocean Region. This partnership is framed under India’s MAHASAGAR vision — Mutual and Holistic Advancement for Security and Growth Across Regions — which seeks to promote collective security, growth, and cooperation across the Indian Ocean and wider region.

From 36 To 176: The Strategic Logic Behind India’s Massive Rafale Push


India’s Rafale Expansion: 114 jets to bridge fighter gap and boost domestic aerospace program

India has moved closer to acquiring 114 Rafale fighter jets, with Dassault Aviation submitting its technical and commercial proposal for a deal worth ₹3.25 lakh crore, Times of India reported.

This proposal follows India’s Letter of Request issued in May and envisages extensive local production and technology transfer under the Intergovernmental Agreement framework.

The Defence Acquisition Council, chaired by Defence Minister Rajnath Singh, had already accorded Acceptance of Necessity in February, and final approval will rest with the Cabinet Committee on Security led by Prime Minister Narendra Modi.

The acquisition is intended to address the Indian Air Force’s shortage of fighter squadrons and bridge the gap until indigenous platforms such as the TEJAS MK-2 and Advanced Medium Combat Aircraft (AMCA) become operational.

The plan includes 18 Rafales delivered in fly-away condition and 96 assembled in India, with indigenous content rising from 30% to over 60% as production matures. Dassault will partner with Indian private-sector firms for assembly and integration, while India has sought the integration of indigenous weapons and secure data links.

Technology transfer will cover airframes, engines and avionics, with French companies Safran and Thales playing key roles. A proposed maintenance, repair and overhaul facility for Safran’s M88 engines in Hyderabad will further strengthen domestic support.

This proposal comes amid deepening India-France defence cooperation, highlighted during Prime Minister Modi’s visit to France in June, where ties were elevated to a Special Global Strategic Partnership. The Rafale itself is a twin-engine multi-role fighter capable of air superiority, interception, ground attack, reconnaissance and maritime strike.

Its delta-wing design, close-coupled canards and fly-by-wire controls provide high manoeuvrability, while its integrated avionics architecture enhances situational awareness.

The Thales RBE2-AESA radar can detect multiple targets in varied conditions, generate terrain maps and support the Meteor missile. Complementing this is the Front Sector Optronics system for passive detection and the SPECTRA electronic warfare suite, which provides multi-spectral threat detection and countermeasures.

The Rafale’s networked combat capability allows real-time information sharing with other platforms, enhancing India’s battlefield awareness. Precision targeting is enabled by the TALIOS pod, while helmet-mounted displays improve pilot efficiency. Importantly, the Rafale is built for upgrades, with India seeking the F4 standard and eyeing future F5 capabilities, ensuring longevity in service.

Its weapons include Meteor and MICA missiles for air combat, SCALP cruise missiles for deep strikes, AASM Hammer for precision ground attacks and AM39 Exocet for anti-ship missions. The aircraft’s operational experience during Operation Sindoor has reinforced its value for India.

India currently operates 36 Rafales across 17 Squadron at Ambala and 101 Squadron at Hasimara. The proposed acquisition of 114 more is crucial as the ageing MiG-21 fleet retires and indigenous fighters remain years away.

With the AMCA not expected before the mid-2030s, Rafales will provide a proven multi-role capability. If cleared, India’s Rafale inventory would rise to 176 aircraft, with 150 for the Air Force and 26 Rafale-Marine fighters for the Navy.

The naval variant, acquired under a ₹63,000 crore deal in 2025, is designed for carrier operations from INS Vikrant and INS Vikramaditya, providing fleet air defence and maritime strike capabilities.

The Make in India emphasis distinguishes this acquisition from the 2016 deal for 36 Rafales. With 96 aircraft assembled domestically, the program will create a robust aerospace ecosystem, involving Indian companies in assembly, integration, maintenance and manufacturing.

Indigenous content is expected to rise to 55–60%, with technology transfer covering critical systems. The M88 engine MRO facility in Hyderabad will add depth to India’s aerospace capabilities.

Beyond the aircraft, the program will help Indian firms develop precision manufacturing, avionics and systems integration expertise, supporting future indigenous fighter programs.

India’s Rafale fleet has already transformed its combat capability, and the proposed expansion will simplify logistics and training by standardising on a larger fleet of the same aircraft family.

The navies of India and Australia convened in Sydney from 11 to 12 August 2026 for the 17th Navy-to-Navy Staff Talks. The discussions were co-chaired by Rear Admiral Sachin Reuben Sequeira, Assistant Chief of Naval Staff (Foreign Cooperation and Intelligence), and Rear Admiral Christopher Smith, Commander of the Australian Fleet.

The talks centred on strengthening operational interoperability, expanding cooperation in capability building, and advancing training initiatives. Both sides emphasised the importance of deepening maritime collaboration to enhance the overall partnership.

The Indian Navy Spokesperson highlighted on social media that the engagement reaffirmed the shared commitment of both navies towards building a stronger and more interoperable maritime partnership. The talks also focused on increasing the complexity of bilateral exercises, ensuring that future engagements reflect the growing strategic convergence between the two nations.

These naval interactions followed the Indian Air Force’s successful participation in Exercise Pitch Black 2026, hosted at the Royal Australian Air Force Base Darwin from 20 July to 7 August. The Ministry of Defence underscored that Pitch Black provided an excellent opportunity to validate expeditionary air operations over extended distances, enhance multinational interoperability, and strengthen professional partnerships across the Indo-Pacific region. The naval talks and air force drills came shortly after Prime Minister Narendra Modi’s two-day visit to Australia in July. Bharat Forge To Begin Trials of Indigenous 1.25 MW Gas Turbine Generator For Indian Navy


Bharat Forge is preparing to commence trials of its indigenous 1.25 MW Marine Gas Turbine Generator (MGTG) for the Indian Navy, a landmark step in India’s naval self-reliance drive under Aatmanirbhar Bharat.

The trials will validate the generator’s performance before deployment on frontline warships, particularly the Kolkata-class destroyers.

The Ministry of Defence had earlier signed a ₹425 crore contract with Bharat Forge Limited for twelve sets of these generators.

The deal was concluded under the Buy (Indian) category of the Defence Acquisition Procedure 2020, mandating at least sixty percent indigenous content.

This marks Bharat Forge’s formal entry into the marine gas turbine segment, a domain historically dependent on imports.

The 1.25 MW MGTGs are designed to provide electrical power onboard naval vessels. Unlike propulsion turbines, they supply electricity to combat networks, sensors, communications equipment, and advanced weapons systems.

Their indigenous development ensures that critical shipboard systems will no longer rely on foreign suppliers for maintenance or overhaul.

Bharat Forge has established a dedicated integration and testing facility in Pune to support the program. The company’s defence arm, Kalyani Strategic Systems Limited, will serve as the production and integration partner.

The facility will also support future indigenous development of larger power plants and propulsion turbines, strengthening India’s long-term naval capability.

The upcoming trials are expected to validate the generator’s efficiency, reliability, and endurance under operational conditions. Successful completion will pave the way for installation on Kolkata-class destroyers as part of fleet modernisation.

The trials will also demonstrate India’s ability to sustain critical naval equipment through domestic manufacturing and lifecycle support.

This initiative builds upon Bharat Forge’s earlier collaboration with the Andhra Pradesh government to establish a private-sector marine gas turbine repair and overhaul facility in Visakhapatnam. That facility is expected to generate significant employment and catalyse the growth of India’s naval and aerospace manufacturing ecosystem.

The indigenous MGTG program is strategically significant. It reduces dependence on foreign OEMs, ensures sovereignty over critical technologies, and strengthens India’s defence supply chain. It also aligns with the government’s broader push to indigenise defence production, which reached a record ₹1.78 lakh crore in FY 2025–26.

Defence analysts view the trials as a milestone in India’s journey towards sovereign naval propulsion capabilities. The project underscores the importance of private-sector participation in defence manufacturing and highlights Bharat Forge’s growing role in India’s defence modernisation.

Indian Navy To Launch Third Next-Generation Offshore Patrol Vessel At GRSE Kolkata On August 11


The third of eleven Next-Generation Offshore Patrol Vessels for the Indian Navy is scheduled to be launched in Kolkata on 11 August. The vessels are being constructed jointly by Garden Reach Shipbuilders and Engineers Limited and Goa Shipyard Limited, with GRSE responsible for four and GSL for seven.

This latest launch will mark the second NGOPV to be launched by GRSE, following the commissioning of INS Sanghamitra on 20 May. GSL had earlier launched its first NGOPV, INS Shaachi, on 31 March 2026.

The launch ceremony will be attended by Vice Admiral Sanjay Sadhu, Controller Warship Production and Acquisition, who will serve as the chief guest. The vessel will be formally launched by his wife, Manika Sadhu, in accordance with naval tradition.

Senior Navy officials have confirmed that the NGOPV project is progressing on schedule, with three vessels now under construction. The next phase will involve the installation of advanced equipment and systems, with deliveries to the Navy expected to commence from 2028. This program is a critical component of the Navy’s long-term target of building a fleet of 200 warships.

The NGOPVs represent a significant advancement over the patrol vessels currently in service. They will feature enhanced stealth characteristics, improved endurance, and modern weapons and sensors, enabling them to undertake a wide range of maritime operations.

Future warships for the Indian Navy, including corvettes, frigates, survey vessels and destroyers, will increasingly incorporate next-generation technologies, reflecting the Navy’s evolving focus on modernisation and multirole capability.

Each NGOPV will measure approximately 113 metres in length and 14.6 metres in width, with a displacement of around 3,000 tons. They will be capable of achieving speeds of up to 23 knots and will have an endurance of about 8,500 nautical miles at a cruising speed of 14 knots. With a draught requirement of only four metres, they will be able to operate effectively in shallow coastal waters, making them suitable for securing offshore assets and conducting interdiction missions.

The vessels are designed for a wide spectrum of missions. They will be deployed for maritime surveillance, protection of critical offshore infrastructure, and action against suspicious activities.

They will also be capable of conducting boarding, search and seizure operations, mine warfare, and special operations. Their versatility will extend to contingency missions in remote areas, evacuation of non-combatants, convoy protection, anti-piracy patrols, and anti-infiltration operations.

The NGOPVs will also play a role in countering illegal fishing and smuggling activities. In times of natural disasters or emergencies, they will support humanitarian assistance and disaster relief, as well as search and rescue operations.

If required, they can be configured to serve as hospital ships or communications intelligence platforms, in addition to providing fleet support and maintenance assistance. This adaptability underscores their importance in strengthening India’s maritime security posture and enhancing operational readiness in the Indian Ocean Region.

India’s Theatre Command Reform Moves Into Governmental Decision Phase


India’s long-awaited theatre command reform has reached a decisive stage, with the final military report now under government review.

The outcome will determine how the armed forces are structured for decades, shaping India’s ability to fight future wars against China and Pakistan in a unified, multi-domain format.

The plan to operationalise integrated theatre commands has moved into the political-bureaucratic domain. The Defence Ministry informed the Parliamentary Standing Committee on Defence that the final report is under consideration, making theatrisation the only pending recommendation among thirty-four proposals. This marks a critical juncture in India’s higher defence organisation.

The transition in leadership adds weight to the development. General N.S. Raja Subramani assumed charge as the third Chief of Defence Staff after General Anil Chauhan demitted office in May 2026. 

Chauhan had submitted the final report before leaving, concluding years of inter-service consultations. His tenure saw significant progress despite interruptions such as Operation Sindoor, which temporarily delayed deliberations.

The Standing Committee noted that the Joint Staff has advanced the process considerably. A dedicated team of officers from the Army, Navy and Air Force has been formed under the Chief of Integrated Staff to the Chairman, Chiefs of Staff Committee.

This team is studying global military organisations and refining the proposed structure through consultations. Issues requiring consensus continue to be discussed in the Chiefs of Staff Committee to evolve a common understanding.

Under the proposed architecture, Headquarters Integrated Defence Staff will coordinate operational issues involving the theatres with the three Service headquarters during the transition.

Operational coordination between theatres and Services will be managed through a Joint Operations Staff once the structures are approved. This arrangement is intended to ensure seamless integration during the shift from single-service commands to theatre-based commands.

The aim of theatrisation is to unify the war-fighting capabilities of the Army, Navy and Air Force under joint operational command. India currently operates seventeen single-service commands — seven each for the Army and Air Force, and three for the Navy. The reform seeks to replace this fragmented system with geographically and threat-oriented theatre commands, enabling faster decision-making, optimised resource allocation and multi-domain synergy.

The intellectual foundation of the reform lies in the Kargil Review Committee of 1999–2000, which first highlighted the need for integrated structures. Momentum increased after the creation of the CDS post in 2019. Successive CDS officers have carried the process forward, with Chauhan’s final report marking the military’s conclusion of deliberations.

The emerging consensus points to three principal theatre commands. The Northern Theatre Command will focus on China and the Line of Actual Control, with headquarters likely at Lucknow and led by an Army officer.

The Western Theatre Command will be oriented towards Pakistan, headquartered at Jaipur, and expected to be commanded by an Air Force officer, reflecting lessons from recent air-centric operations. 

The Maritime Theatre Command will oversee the Indian Ocean Region, coastal defence and maritime security, with headquarters likely at Thiruvananthapuram and led by a Navy officer. The Andaman and Nicobar Command will be integrated into this structure.

Each theatre will be commanded by a four-star officer, placing them at parity with the Service Chiefs. The Chiefs will retain responsibility for “raise, train and sustain” functions, while theatre commanders will exercise operational control. This division is designed to balance administrative authority with operational effectiveness.

Timelines remain under discussion. Army Chief General Upendra Dwivedi has indicated that full implementation could take two to three years after political approval. Chauhan had earlier estimated eighteen to twenty-four months for operationalisation once the government decides.

The next step involves examination by the Defence Minister and Defence Secretary before submission to the Cabinet Committee on Security for final clearance.

Supporters argue that integrated theatre commands will enhance India’s ability to manage simultaneous threats from China and Pakistan, improve jointness in domains such as cyber, space and cognitive warfare, and align India with global military models. Challenges persist, including asset division, chain of command clarity during crises, phased transition without readiness gaps, and changes in logistics, training and doctrine.

The government has described theatre commands as a trailblazing reform. With the final military report now under review and only one parliamentary reply pending, the process has entered the realm of decision-making. The outcome will shape India’s defence organisation for decades, determining how the armed forces prepare for and fight future conflicts in an increasingly complex strategic environment.

Pawan Hans And Noemi Aerospace Sign MoU On Electric Seaplane Collaboration


Pawan Hans Limited has signed a non-binding MoU with Norway’s Noemi Aerospace (Elfly AS) to explore electric seaplane technologies, marking a major step towards sustainable aviation in India.

The collaboration will focus on technology sharing, skill development, and feasibility studies, with future plans aligned to the Make in India initiative.

Pawan Hans Limited, the government-owned helicopter operator, formalised the agreement with Noemi Aerospace in the presence of Union Civil Aviation Minister Ram Mohan Naidu Kinjarapu and Civil Aviation Secretary Samir Kumar Sinha. The MoU was signed by PHL Chairman and Managing Director Sunil Kumar Nagdawne and Noemi Aerospace Chief Executive Officer Eric François Lithun.

The partnership will explore cooperation in electric seaplane technologies, skill development, capacity building, technical knowledge sharing, workshops, and feasibility studies.

The collaboration is intended to support the development of sustainable aviation solutions while strengthening India’s capabilities in emerging aviation technologies. The engagement aims to combine global technology inputs with India’s manufacturing strengths to create viable platforms for regional and island connectivity.

The Civil Aviation Minister emphasised that the partnership reflects the government’s vision of strengthening indigenous capabilities and promoting innovation in the aviation sector. He clarified that the aim is not only to operate seaplanes but also to build them in India under the Make in India initiative.

He highlighted that the Union Budget 2026 proposed incentives for indigenous manufacturing and a Viability Gap Funding (VGF) scheme to support seaplane operations. The ministry also pointed to recent guidelines and demonstration flights conducted over the past two years to encourage stakeholder participation.

Noemi Aerospace, headquartered in Bergen, Norway, is actively developing next-generation electric seaplane technology with support from the Government of Norway for its development program. The company’s work is focused on creating sustainable aviation platforms that can reduce emissions and provide efficient connectivity solutions for regions with water-based infrastructure.

The Civil Aviation Ministry clarified that the memorandum is exploratory in nature and does not create any financial, procurement, or investment commitments, nor does it establish exclusive arrangements. 

Any future collaboration will require separate definitive agreements and approvals from competent authorities in accordance with applicable laws and Government of India procedures.

This initiative underscores India’s broader push towards green aviation and regional connectivity, aligning with innovation-led growth and sustainable development goals.

By combining international expertise with domestic manufacturing, the partnership could pave the way for India to become a hub for electric seaplane production and operations, particularly for island territories and remote regions where conventional aviation infrastructure is limited.

Indian Navy And Coast Guard To Acquire 15 Indigenous C295 Maritime Aircraft By 2025


The Indian Navy and Coast Guard are set to acquire 15 indigenously produced C295 maritime aircraft, with bids due by December 2025. This procurement will significantly strengthen India’s maritime surveillance, anti-submarine warfare, and tactical airlift capabilities, while deepening the success of the TATA-Airbus defence collaboration.

The Indian Navy and Coast Guard are expected to place firm orders for the C295 transport aircraft, following the Indian Air Force’s ongoing induction of the platform.

The move comes after the Ministry of Defence issued a Request for Proposal earlier this year for the maritime variant of the C295MW, with procurement processes already underway. A total of 15 aircraft are planned, including nine for the Navy and six for the Coast Guard, as part of a broader strategy to modernise India’s tactical airlift fleet. Commercial bids for this acquisition are scheduled to be submitted by December 2025.

The Defence Acquisition Council, chaired by Defence Minister Rajnath Singh, granted Acceptance of Necessity for the maritime C295 in March 2024. This step has paved the way for the procurement, which will significantly enhance the operational readiness of India’s maritime forces.

The aircraft will enable rapid deployment, search and rescue, logistical missions, and surveillance across the Indian Ocean Region. Their ability to take off and land on short, improvised airstrips makes them ideal for coastal and island operations, which are critical for both the Navy and the Coast Guard.

The Navy’s nine aircraft will be configured for Medium-Range Maritime Reconnaissance missions, equipped with sonobuoys, torpedoes, and anti-ship missiles. The Coast Guard’s six aircraft will be fitted in multi-mission configurations, capable of handling surveillance, rescue, and intelligence roles.

All variants will carry advanced indigenous systems, including AESA radar, EO/IR sensors, Identification Friend or Foe systems, and electronic warfare suites. They will also be armed with the DRDO-developed Naval Anti-Ship Missile – Short Range, further boosting India’s maritime strike capability.

The C295 fleet will fill a crucial gap between the long-range Boeing P-8I Poseidon and the short-range Dornier DO-228 aircraft, creating a layered aerial surveillance network to guard India’s 7,516-kilometre coastline and vast Exclusive Economic Zone.

With endurance of up to 11 hours and a cruising speed of 480 km/h, the aircraft are well suited for extended patrols and maritime security operations. Their rear ramp door allows for air drops, medical evacuations, and cargo operations, making them versatile assets for both peacetime and contingency missions.

Twelve of the fifteen aircraft will be assembled in India at the Tata-Airbus Final Assembly Line in Vadodara, Gujarat, inaugurated in October 2024. This facility, India’s first private-sector military aircraft production line, is expected to deliver up to 78 per cent indigenous content in future batches. 

The project will generate over 600 direct high-skill jobs and more than 6,000 indirect employment opportunities, while strengthening India’s aerospace ecosystem. It also reinforces the Strategic Partnership model, promoting technology transfer and joint production between Tata and Airbus.

The Indian Air Force has already inducted 15 Spanish-built C295s as replacements for its ageing Avro fleet, with the remaining 40 under production in India.

The Navy and Coast Guard’s induction of the maritime variant will extend the platform’s utility across all three services, enhancing jointness and interoperability.

Defence experts believe this acquisition will dramatically improve India’s maritime domain awareness and allow better deployment of larger assets such as the P-8I.

India and Mauritius share a longstanding maritime relationship anchored in trust and mutual respect. This initiative will enhance regional trade links, provide India with a strategic gateway to Africa, and further strengthen economic and maritime ties. The project complements defence cooperation by reinforcing Mauritius’ role as a key logistics and maritime partner in the Indian Ocean.
