The handover forms part of India’s development assistance package announced during Prime Minister Narendra Modi’s State Visit to Seychelles in June this year.

The Indian High Commission in Victoria shared details of the delivery in a post on X. It stated that the boats were handed over by the High Commissioner of India to the Chief of Defence Forces of the Seychelles Defence Force, following the Prime Minister’s announcement during the #ByenveniModi visit.

The post emphasised that the boats will help build seamanship skills among SDF personnel and highlighted India’s steadfast commitment to enhancing the capacities and capabilities of the Seychelles Defence Forces.

The High Commission underscored that the delivery reflects the enduring India–Seychelles defence and maritime partnership. The provision of these boats is expected to contribute to training, operational readiness, and the strengthening of maritime security in the Indian Ocean region.

An agreement was concluded between HLL Lifecare Limited and the Ministry of Health of Seychelles under the Janaushadhi Scheme. This will enable the export of affordable generic medicines and medical supplies from India to Seychelles, strengthening public health delivery.

The Indian Council of Agricultural Research (ICAR) signed an MoU with the Seychelles Agriculture Department under the Ministry of Fisheries, Agriculture and Blue Economy. A Work Plan for 2026–2031 was also agreed upon to promote joint research, training and technical studies in agriculture.

An Extradition Treaty was signed between India and Seychelles to strengthen bilateral cooperation in combating transnational crime and enhancing the legal framework for extradition of fugitives.

The Ministry of Transport, Ports and Civil Aviation of Seychelles and the Ministry of Ports, Shipping and Waterways of India signed an MoU on the recognition of training and certification of seafarers. This will allow Indian seafarers to serve on Seychelles-flagged vessels.

An Umbrella Line of Credit Agreement was signed between the Government of Seychelles and the Export-Import Bank of India. This agreement will support projects under the Special Economic Package announced during President Herminie’s visit to India in February 2026, advancing priority infrastructure and development initiatives.

India and Seychelles also signed an MoU on cooperation in the exploration and uses of outer space for peaceful purposes. This will strengthen collaboration in satellite applications, space technology and capacity building.

Another MoU was signed on preliminary preparations for the new Seychelles National Hospital. This establishes a framework for bilateral cooperation in the development of the hospital, which will be a major addition to the country’s health infrastructure.

The handing-over ceremony was attended by Seychelles President Patrick Herminie, who joined Prime Minister Modi in inspecting a ceremonial Guard of Honour and receiving a military salute. The event underscored the strategic importance of the partnership, with both leaders reaffirming their commitment to regional peace and stability.

The Ministry of External Affairs highlighted the gesture on social media, noting that the FPV and additional equipment will contribute to Seychelles’ security and development. The assistance was framed within India’s Vision MAHASAGAR, which emphasises Mutual and Holistic Advancement for Security and Growth Across Regions, reflecting India’s broader strategic outreach in the Indian Ocean.

Beyond the patrol vessel, the provision of six ambulances and ten utility vehicles will bolster Seychelles’ healthcare and logistical infrastructure, while the five laser radial boats will support maritime training and recreational activities. Together, these assets represent a comprehensive package of defence and development assistance.

Prime Minister Modi arrived in Victoria earlier in the day to participate as Guest of Honour in the Golden Jubilee National Day celebrations. His visit marks his second official State Visit to Seychelles, following President Herminie’s earlier trip to India this year.

The timing of the visit is symbolic, coinciding with the fiftieth anniversary of diplomatic relations between India and Seychelles, which were established in 1976.

The cultural dimension of the visit was also prominent. Modi witnessed a traditional Seychellois moutya performance, followed by Nrutya, a folk dance from Kutch, Gujarat, performed by members of the Indian diaspora. The 18-member troupe underscored the shared cultural bonds between the two nations and celebrated the spirit of independence.

A contingent of the Indian armed forces, along with two Indian Navy ships, will also take part in the commemorative activities, highlighting the defence and maritime cooperation between the two countries.

Pragati 2026 Showcases India’s Role As Net Regional Security Provider

India’s PRAGATI 2026 exercise in Meghalaya has emerged as one of the most ambitious multilateral land force drills India has ever hosted, combining jungle warfare training, advanced technology demonstrations, and defence industry showcases.

It highlights India’s growing role as a net regional security provider, blending operational cooperation with strategic defence self-reliance.

Tucked away in the hills of Meghalaya, Umroi Military Station’s Joint Training Node provided the perfect setting for PRAGATI 2026. For two weeks beginning on 18 May, contingents from twelve nations — Bhutan, Cambodia, Indonesia, Laos, Malaysia, the Maldives, Myanmar, Nepal, the Philippines, Seychelles, Sri Lanka and Vietnam — trained alongside the Indian Army.

The design of the exercise was deliberately operational, with integrated mixed teams rather than separate national contingents. Soldiers conducted ambush and counter-ambush drills in jungle terrain, practised rock craft, slithering exercises, jungle lane shooting, sniper competitions and AK-203 firing events.

Bus intervention operations, tactical planning and coordination drills were built around realistic counter-terrorism scenarios in semi-mountainous and jungle environments, reflecting the actual security challenges faced by many of these nations.

The Indian Army also deployed its K9 teams and robotic dogs, demonstrating how traditional battlefield assets and emerging technologies can be integrated. Dogs trained in explosive detection, tracking and assault operations worked alongside robotic platforms, showcasing adaptability and innovation. Informal sporting competitions such as volleyball and basketball further strengthened camaraderie among soldiers who had never operated together before.

The choice of Meghalaya was strategic. The Northeast is the physical junction between South Asia and Southeast Asia, making it a natural venue for India’s Neighbourhood First and Act East policies. PRAGATI translated these frameworks into tangible cooperation, with Vietnamese and Filipino soldiers training alongside Nepali and Sri Lankan counterparts.

The Indian Ocean connects all participating nations, and shared counter-terrorism doctrine built through joint training provides a baseline for future cooperation.

On the final two days, Indian defence companies and the Defence Research and Development Organisation (DRDO) organised an exposition. Technologies showcased included unmanned aerial systems, counter-drone equipment, robotic logistics platforms, AI-enabled battlefield management tools, software-defined radios and advanced surveillance systems.

The AK-203 rifle, jointly manufactured in India, was used throughout the exercise, offering foreign troops a direct demonstration of its effectiveness. This was Atmanirbhar Bharat with strategic logic — self-reliance translated into regional relevance, lowering barriers to future defence cooperation and procurement.

India’s role as a net security provider was underscored by its track record of humanitarian and disaster relief operations. From Operation Castor and Operation Gambhir after the 2004 tsunami, to Operation Maitri in Nepal in 2015, Operation Sadbhav in Southeast Asia in 2024, Operation Rahat in Yemen, Mission Sagar during the COVID pandemic, and Operation Sagar Bandhu in Sri Lanka last year, India has consistently contributed more to regional stability than it has taken.

Unlike powers that build bases or station troops, India focuses on capacity building, training, surveillance integration, emergency response and now joint training platforms like PRAGATI.

The exercise concluded with a 72-hour validation drill, consolidating training outcomes and demonstrating operational synergy. Over 400 soldiers, including women personnel, participated in demanding drills, cultural exchanges and yoga sessions, reinforcing bonds of friendship and professional trust.

PRAGATI 2026 thus represents a milestone in India’s defence diplomacy, combining tactical readiness, technological innovation and strategic outreach to position India as a reliable partner in regional security.

Garden Reach Shipbuilders & Engineers (GRSE) announced that SCG PS Zoroaster, a patrol vessel originally built for the Seychelles Coast Guard, has completed its refit and sailed back to Seychelles. 

This development highlights the continuing maritime partnership between India and Seychelles, extending beyond shipbuilding into long-term maintenance and sustainment support. GRSE emphasised that the successful completion of the refit reflects its capability not only in constructing advanced naval and coast guard platforms but also in providing lifecycle support services for maritime assets operated by friendly foreign nations.

The vessel was originally handed over to Seychelles by Prime Minister Narendra Modi in April 2021 as part of India’s defence and maritime cooperation initiatives. Since then, PS Zoroaster has played a vital role in maritime surveillance, coastal security, and patrol operations for the Seychelles Coast Guard, safeguarding its exclusive economic zone and supporting regional stability.

The latest refit, completed within a three-month timeframe, is expected to enhance the operational readiness and extend the service life of the vessel, further strengthening defence ties and strategic maritime collaboration between the two countries.

This was the second refit of PS Zoroaster, awarded to GRSE by India’s Ministry of External Affairs in February 2026. The contract was signed by senior officials from the MEA and GRSE, underscoring the trust placed in the shipyard’s technical expertise and adherence to project timelines.

The first short refit had been carried out in 2024, establishing a pattern of sustained support for the vessel throughout its lifecycle. The return of PS Zoroaster for its second refit aligns closely with India’s Security and Growth for All in the Region (SAGAR) vision, which emphasises cooperative maritime security, capacity building, and shared prosperity in the Indian Ocean Region.

GRSE, one of India’s leading defence shipyards, has delivered numerous naval and coast guard platforms for both domestic and international customers. Its growing role in shipbuilding, repair, and sustainment services across the Indian Ocean region reflects India’s broader strategic outreach.

The Indian Army formally welcomed contingents from Bhutan, Cambodia, Indonesia, Laos, Malaysia, Maldives, Myanmar, Nepal, Philippines, Seychelles, Sri Lanka and Vietnam. The exercise, conducted in the spirit of equality, friendship and mutual respect, aims to strengthen defence cooperation, enhance interoperability, and build mutual trust among regional partners. The warm reception included traditional ceremonies, reflecting India’s cultural heritage and hospitality.

The programme is designed to improve adaptability, endurance and tactical proficiency of participating troops. Training activities include joint planning exercises, tactical-level drills, and coordinated operations that simulate counter-terrorism scenarios in difficult terrain. Emphasis is placed on physical fitness, discipline, and coordination to prepare soldiers for real-world challenges.

The exercise also seeks to institutionalise mechanisms for sharing best practices, enabling seamless coordination in multinational operations.
